In 1993, appellee Medicaid recipients brought suit against the District of Columbia ("the District") alleging various violations of Title XIX of the Social Security Act ("SSA"), 79 Stat. 343, as amended, 42 U.S.C. § 1396 et seq. (2000 ed. and Supp. III), and its accompanying regulations.
