Respondent-Appellant, the Warden of Noble Correctional Institution ("Warden"), appeals a district court judgment granting Petitioner-Appellee Gerardo Villagarcia's petition for a writ of habeas corpus under 28 U.S.C. § 2254. We AFFIRM.
