Defendants Ernest R. Mincey and David Last, officers at the Polk County Sheriff's Office, misidentified and arrested Plaintiff Scott R. Rushing. The victim of a crime, Richard Wickman, reported to the Sheriff's office that a roofer he hired to repair hurricane damage to his roof had victimized him.
