On July 2, 2005, Officers Carmen Ramos and Angel Rivera (along with the City of New York, "Appellees") arrested Karen Cameron and her mother, Sylvia Higgenbottom (together, "Appellants"), and charged Cameron with a variety of state law misdemeanors.
