On July 2, 2005, Officers Carmen Ramos and Angel Rivera (along with the City of New York, "Appellees") arrested Karen Cameron and her mother, Sylvia Higgenbottom (together, "Appellants"), and charged Cameron with a variety of state law misdemeanors. According to Appellees, they did so because Cameron reached into their squad car, grabbed Ramos's shirt, and was otherwise disorderly, and because Higgenbottom interfered with their arrest of...
