India Taylor, a thirty-four-year-old recent college graduate, entered Peoria County Jail on October 15, 2003 complaining of chest pain. Despite knowledge that Taylor had a serious heart condition and elevated blood pressure, she was never provided with any medication and, against the jail's written protocol, a doctor was never contacted to examine her.
