We are called upon to articulate once again the distinction between a drug-distribution conspiracy and nonconspiratorial drug dealing. Willie Earl Johnson was convicted on several drug charges, including one count of conspiracy to possess and distribute crack cocaine. The government's case was based on wiretapped phone calls that captured conversations in which Johnson asked to purchase resale quantities of drugs from his supplier Craig Venson...
