Defendant-appellant Joseph Ruiz was convicted of multiple counts of honest services mail and wire fraud, corrupt solicitation, and extortion in violation of 18 U.S.C. §§ 1341, 1343, 1346, 666, and 1951, and aiding and abetting on each count in violation of 18 U.S.C. § 2. Mr. Ruiz's convictions stem from his diversion of state funds to two charities with which he and his superior were closely affiliated while serving as a New Mexico...
