Appellants are citizens of the Village of Lisle, Illinois, and of the Oak View subdivision located therein. Appellants sued the Village of Lisle, the claiming that Lisle had violated the Equal Protection Clause of the Fourteenth Amendment and state negligence laws by discriminating against Appellants.
