The City of Atlanta solicited bids for a contract to manage the advertising displays at Hartsfield-Jackson International Airport. Plaintiff Corey Airport Services, Inc. submitted a bid, but the City ultimately awarded the contract to the incumbent advertising contractor, Clear Channel Outdoor, Inc.
