Raul Barradas, a Mexican citizen and lawful permanent resident of the United States, was found removable from the United States on the grounds that he knowingly attempted to smuggle illegal aliens into the country. He appealed the decision of the Immigration Judge ("IJ") to the Board of Immigration Appeals, which affirmed.
