In December 2003, a South Dakota state court granted inmate Randy Lee Dahl a writ of habeas corpus after concluding that the Ex Post Facto Clause barred the South Dakota Department of Corrections (DOC) from withholding good-time credits based on a statute enacted after Dahl's offense.
