Joseph McLaughlin sought federal habeas corpus relief, see 28 U.S.C. § 2254, after being convicted in 1998 of state-law crimes of armed assault with intent to murder and conspiracy to commit armed assault with intent to murder, arising out of a murder-for-hire scheme to kill his wife.
