When federal, state, and local revenue agents attempted to collect his delinquent taxes, Pansier responded by requesting personal information from the individual agents and filing false forms with the Internal Revenue Service ("IRS"), claiming that the individual revenue agents had been involved in large cash transactions on his behalf.
