RONALD LEE GILMAN, Circuit Judge.

James Quinn was sentenced in 1999 to 124 months of imprisonment for possession of crack cocaine and for being a felon in possession of a firearm. He received an additional 60-month sentence for carrying a firearm in relation to a drug-trafficking crime, to be served consecutively. In 2008, the district court reduced Quinn's total sentence by 10 months, giving effect to a retroactive amendment to the United States...
