Mei Ya Zhang ("Zhang"), a native and citizen of China and the mother of two children born in the United States, petitions pro se for review of the Board of Immigration Appeals's ("BIA") denial of her motion to reopen her removal proceedings. Zhang concedes that she moved to reopen almost three years after her removal order became final. Nonetheless, she argues that she was exempt from the 90-day filing deadline because she presented sufficient evidence...
