In 1997, John Lonberg ("Lonberg"), a paraplegic, initiated a lawsuit against the City of Riverside ("City"), alleging violations of the Americans with Disabilities Act ("ADA") and its accompanying regulations. The district court divided the lawsuit into three phases.
