Plaintiffs-Appellants Curtis L. Delancey and Marian D. Delancey ("Plaintiffs") sued Defendant-Appellee the City of Austin ("the City") seeking monetary damages under the Uniform Relocation Assistance and Real Property Acquisition Policy Act ("URA"), 42 U.S.C. § 4601 et seq.
