Residents of three public housing complexes brought a civil rights suit under 42 U.S.C. § 1983 against the Mayor of Barceloneta, Puerto Rico, protesting the precipitous seizures and cruel killings of their pet cats and dogs. The twenty named plaintiff families assert violations of their Fourth Amendment rights to be free from unreasonable seizures of their "effects" and their Fourteenth Amendment...
