Petitioner Ruth Aynom Mengtsu petitions this court for review of the Board of Immigration Appeals' ("BIA") denial of her application for asylum. We have jurisdiction pursuant to 8 U.S.C. § 1252(a)(1). We grant the petition for review and remand for proceedings consistent with this opinion.
