Feki Oroh, an Indonesian national, entered the United States in September 1994, pursuant to a visa valid until March 1995. He remained in the United States beyond the expiration of his visa. In April 2003, the Department of Homeland Security ("DHS") issued Oroh a Notice to Appear.
