In 2002, the Pennsylvania Department of Corrections ("DOC") implemented a new prison mail policy. This policy required attorneys and courts to affix "Control Numbers" to mail sent to inmates before those communications would be separated from regular mail, and opened and inspected for the first time in the addressee inmate's presence.
