Defendant Bernetta Willis ("Defendant") was convicted of theft of government property and filing false claims for submitting seventeen fraudulent applications for Federal Emergency Management Agency ("FEMA") aid. She was also convicted of, among other things, threatening a witness, brandishing a weapon in the course of a violent crime, and distributing marijuana.
