On April 8, 2005, Thomas Bryant provided Eddie Franklin with a substance containing cocaine base. Franklin delivered that substance to a confidential informant, who then turned the sample over to the Government. Mr. Bryant was subsequently arrested and charged with one count of conspiracy to distribute cocaine base. Mr. Bryant initially pleaded guilty to the charge, but later unsuccessfully sought to withdraw his guilty plea. At his sentencing...
