On November 9, 1998, Jesus Perez-Cruz pled guilty to conspiracy to distribute more than 5 kilograms of cocaine, more than 5 kilograms of cocaine base, and more than 100 kilograms of marijuana, 21 U.S.C. §§ 841(a)(1), 846 (2006).
