In this appeal, we consider whether a defendant who has entered an unconditional guilty plea to violations of the Maritime Drug Law Enforcement Act, 46 U.S.C. § 70501 et seq. (2008), has waived his right to challenge the United States' jurisdiction to prosecute him.
