This suit alleges abuse and uneven application of certain electoral processes in Puerto Rico. The plaintiffs are the Puerto Ricans for Puerto Rico Party, now a recognized party in the Commonwealth of Puerto Rico, and its Electoral Commissioner, Nelson Rosario-Rodríguez (collectively, "PPR" or "plaintiffs").
