Efraín Morán Vega, a regional manager of the Right to Work Administration ("RWA") of the Department of Labor for the Commonwealth of Puerto Rico, was suspended in December 2001 and threatened with firing. He brought an administrative challenge and was reinstated in November 2005. In August 2003, some twenty months after he was notified of the suspension, Morán Vega, with his wife Virginia Polo Cuevas and their conjugal partnership...
