Pursuant to a plea agreement, Defendant-Appellant Phillip Daren Shockey pled guilty to two counts — Conspiracy in violation of 18 U.S.C. § 371 and Possession of a Counterfeit Security with Intent to Deceive in violation of 18 U.S.C. §§ 513(a) & 2 — of a multi-count Indictment filed against him. As part of his plea agreement, Shockey waived his right to appeal. Nonetheless...
