This case comes to us for the second time. In Hubbard v. Taylor, 399 F.3d 150 (3d Cir.2005) (Hubbard I), we held that when pretrial detainees challenge conditions of confinement, their claims must be analyzed under the Due Process Clause of the Fourteenth Amendment.
