Through this action Sagi Barzilay seeks the return to Israel of the children from his marriage to Tamar Barzilay, by invoking the Hague Convention on the Civil Aspects of International Child Abduction, Oct. 25, 1980, T.I.A.S. No. 11670 (Hague Convention). Tamar previously petitioned a state court to modify custody provisions in their Missouri divorce decree. Sagi moved to dismiss her petition on the grounds that the state court lacked jurisdiction...
