I. INTRODUCTION

The Appellant, Luis Sierra, was convicted in Superior Court of two counts of Murder in the First Degree, three counts of Possession of a Firearm During the Commission of a Felony, Robbery in the First Degree, and Conspiracy in the Second Degree. His convictions were affirmed on direct appeal.
