The respondent-appellant, Justine Long (the "Mother"), appeals from a final judgment of the Family Court that terminated her parental rights in her now three-year-old son (the "Child"). The Mother raises two arguments on appeal. First, she contends that the Family Court erred, by shifting the burden of proof from the Division of Family Services ("DFS") to her, at the termination of parental rights hearing.
