Appellant Gerald G. Neill, Jr., appeals from a ruling of the Superior Court that (1) affirmed the dismissal by the Public Employee Relations Board ("PERB") of his standards of conduct complaint ("complaint") and (2) denied his demand for a jury trial. We affirm.
