After finding appellants Taylor and Byrd incompetent to stand trial on criminal charges, the Superior Court committed them to Saint Elizabeths Hospital for treatment to restore them to competency. During their commitment, their treating psychiatrists requested the Hospital's permission to medicate them without their consent...
