Appellants were arrested during a protest near the White House and convicted of failing to obey a lawful order ("FTO"), in violation of 18 DCMR § 2000.2 (2011), and blocking passage, in violation of D.C.Code § 22-1307 (2012 Repl.). The primary issue on appeal is whether the trial court erred by holding that the offense of blocking passage does not require proof that the defendant breached the peace.
