BLACKBURNE-RIGSBY, Associate Judge:

Appellant T.R. challenges the trial court's jurisdiction to conduct neglect and custody proceedings regarding her child, J.R., as well as the trial court's ultimate finding that J.R. was a "neglected child" under D.C.Code § 16-2301(9)(A)(ii) (2002 Supp.). Appellant specifically argues that: (1) the court lacked jurisdiction to issue a pre-petition custody order over J.R.
