The District of Columbia challenges a December 6, 2010, Family Court order requiring the Child and Family Services Agency ("CFSA") to pay $1,800 in "emancipation funds" to D.K., a neglected child, on his twenty-first birthday. Because we agree with the District that the trial court lacked statutory authority to order CFSA to pay emancipation funds directly to a neglected child, we vacate that portion of the trial court's order requiring CFSA...
