The principal issue in this appeal is whether the named defendant, the town of Clinton (town),1 is shielded from liability under the doctrine of governmental immunity because it would not have been apparent to Ellen Vece, a 911 dispatcher employed by the town, that her acts or omissions would have been likely to subject Walker Hopkins to imminent harm. Hopkins' injuries occurred as a result of the second of two vehicle collisions...
