Sullins, appeals from the decision of the Workers' Compensation Review Board (board), affirming the decision of the Workers' Compensation Commissioner for the First District (commissioner) that compensation for the plaintiff's 44 percent impairment to his bilateral upper extremities and 40 percent impairment to his hands should be apportioned,1 so that the defendants, United Parcel Service, Inc.
