The sole issue presented in this appeal is whether the trial court erred in dismissing the plaintiff's administrative appeal from a final decision of the defendant freedom of information commission (commission)1 for lack of subject matter jurisdiction. The ground for dismissal was the plaintiff's failure to serve the commission with a copy of his administrative appeal within forty-five days of the mailing of the final decision...
