The procedure for extending an insanity acquittee's1 term of commitment to the psychiatric security review board (board) imposes greater burdens on individual liberty than does the civil commitment procedure applicable to civilly committed inmates, that is, mentally ill, convicted defendants who were transferred, pursuant to General Statutes §§ 17a-498 and 17a-515,
