This appeal by the defendant, the city of Norwalk, stems from the trial court's denial of cross motions for summary judgment filed by the parties in an action for money damages brought by the plaintiff, Andreas Savvidis. The case follows an earlier action between the parties in which the plaintiff sought and obtained an order of mandamus requiring the defendant to issue a certificate of occupancy regarding certain real property.
