The principal issue in this appeal is whether a licensed motor vehicle dealer or repairer (licensee) is entitled, pursuant to § 14-63-36c (c) of the Regulations of Connecticut State Agencies,1 to charge a "gate fee" for the labor and equipment needed to move a wrecked or disabled vehicle from the storage area to the vehicle retrieval area.
