The plaintiff, the state of Connecticut, appeals from the judgment of the trial court denying its application to vacate an arbitration award. On appeal, the plaintiff claims that the court improperly concluded that the arbitrator did not exceed his powers pursuant to General Statutes § 52-418(a)(4).
