This case returns to us for a second time. See State v. Philip Morris, Inc., 279 Conn. 785, 905 A.2d 42 (2006). The sole issue presented in this certified appeal is whether the current dispute between the defendants1 and the plaintiff, the state of Connecticut (state), is subject to arbitration under the arbitration provision of the tobacco litigation...
