OPINION
MOORE, J.—
Potential lenders are generally prohibited from accessing a consumer's credit report without the consumer's consent. There is an exception for lenders who intend to make a "firm offer of credit to the consumer." (Civ. Code, § 1785.11, subd. (b)(2).)
