OPINION

INTRODUCTION

Defendant Pamela Monk was found guilty of starting to cross a roadway after the "DON'T WALK" sign began flashing (Veh. Code, § 21456, former subd. (b)). She appeals the judgment, and as discussed below, we reverse.
