OPINION

Defendant Joel Lopez is currently serving a "Three Strikes" sentence of 25 years to life for a 1998 conviction for possession of methamphetamine for sale (Health & Saf. Code, § 11378). In 2013, he filed a petition for recall of his sentence under Penal Code section 1170.1261
