Matthew Cate, Secretary of California's Department of Corrections and Rehabilitation (CDCR), appeals the order enjoining CDCR from enforcing the residency restriction of "Jessica's Law" on the ground that the blanket restriction is unconstitutional as a parole condition as it applies to registered sex offenders on parole in San Diego County.
