OPINION

¶ 1 The dispositive issue in this appeal is whether Arizona's garage lien statute, Arizona Revised Statutes ("A.R.S.") section 33-1022(A) (2014), creates a lien in favor of a garage proprietor when the owner of a motor vehicle agrees to the amount of some, but not all, of the charges for repairs.
